SANTO DOMINGO. - The National District’s 5th Instruction Court judge today noon began the preliminary hearing against ex- colonel Pedro Julio Goico (Pepe Goico) from zero, with the Justice Ministry filing the indictment.
Natividad de los Santos initiated the hearing after the proceeding was almost in its final phase, when the Prosecution filed a challenge against her, motion rejected by the National District Court of Appeals.
The Penal Procedural Code stipulates that when a judge is challenged the trial must begin again at zero, only after a term of 10 days expires between the challenge and the decision.
Also figure as defendants in the case retired Army general Rafael Molina Suaso, Elibet Ubrí Medrano, the wife of ex-Army captain Quirino Paulino, being held in the United States on federal narcotics charges; Bienvenido Ernesto Guevara (Maconi), Pedro Ubiera, among others accused of money laundering in the mafia allegedly headed by Paulino.
