Jury indicts four on fraud, money laundering charges

A Salem County grand jury indicted three Woodstown residents and a Monroeville man Wednesday on charges of money laundering, insurance fraud and possession and distribution of a controlled dangerous substance.

Jacqueba L. Carter, 31, Melissa Q. Hickman, 26, both of South Main Street, Woodstown, Katrina Hickman, 23, of Old Salem Road, Woodstown, and Greg Sparks, 28, of Monroeville Road were indicted on charges of third degree conspiracy, money laundering, possession and distribution of a controlled dangerous substance, insurance fraud and possession with the intent to distribute controlled dangerous substance, according the indictment.

In Pilesgrove, between Oct. 1, 2006 and Nov. 21, 2006, Carter and Melissa Hickman did conspire in the commission of the crime to distribute controlled dangerous substance by making telephone calls discussing the possession and sale of a controlled dangerous substance, according to the indictment.

Carter and Sparks engaged in a transaction of property, specifically $20,000, known to be derived from criminal activity knowing the transaction was designed to conceal the nature of the property, according to the indictment.

The act avoided a transaction reporting requirement under the laws of the state, according to court papers.

Carter, Sparks and Katrina Hickman did agree that they knowingly did engage in promoting the commission of the crime of money laundering, according to the indictment.

Specifically, Sparks through Katrina Hickman did transfer a vehicle to Carter and agreed that Carter would pay with cash or a controlled dangerous substance, according to court papers.

On or about Nov. 15, 2006 Carter and Sparks possessed cocaine in Pilesgrove and Carter knowingly did distribute cocaine on the same date, according to the indictment.

Katrina Hickman knowingly committed an act of insurance fraud by making a false statement on an auto insurance application on Nov. 17, 2006 in Woodstown by failing to list the primary driver for a 2000 Lexus, according to the indictment.

Sparks knowingly possessed, with the intent to manufacture or distribute, cocaine on Nov. 15, 2006 in Upper Pittsgrove, according to the indictment.
